If you build in Massachusetts, the energy code is no longer a checkbox at the end of the job — it shapes your mechanical design from day one. As of 2025, roughly 300 of the state’s 351 municipalities have adopted the Stretch Energy Code, and a growing list of cities and towns have gone further with the Specialized Opt-In Code. For builders and developers, the practical consequence is simple: HVAC decisions made at the design stage now determine whether your project passes inspection, qualifies for utility incentives, and closes on schedule.

What the Stretch Code actually requires from your mechanical system

The Stretch Code (225 CMR 22/23) builds on IECC 2021 and pushes new residential construction toward higher efficiency through a HERS rating pathway. For most new single-family and low-rise multi-family projects in stretch code communities, that means a HERS index of 52 or lower (42 with fossil fuel heating in some pathways). The HVAC system is the single biggest lever on that score after the envelope.

In practice, three mechanical items decide whether you hit the target. First, heat pump selection: cold-climate air-source heat pumps with high HSPF2 ratings dramatically outperform baseline equipment in HERS modeling, and all-electric designs avoid the fossil-fuel penalty entirely. Second, duct leakage: ducts must test at or below 4 CFM25 per 100 sq ft of conditioned floor area (total leakage), and leakage to outdoors is heavily penalized — locating ducts inside conditioned space is now the default smart move. Third, mechanical ventilation: blower-door targets are tight enough (3 ACH50 or better) that balanced ventilation, usually an ERV, is effectively required to manage indoor air quality.

The Specialized Code raises the bar again

Municipalities like Cambridge, Somerville, Brookline, Newton, and Arlington have adopted the Specialized Opt-In Code. For new residential buildings, it steers projects toward all-electric construction or pre-wiring for electrification, and mixed-fuel homes face significantly stricter requirements including on-site solar and full electrification readiness. If your pipeline includes projects in these communities, designing around cold-climate heat pumps from the start is almost always cheaper than redesigning mid-permit.

Builders who treat the energy code as a mechanical design input — not an inspection hurdle — consistently come out ahead.
